I remember when the RPing was just...Awesome. I mean, if you look at any other good RPing site or anything, it's really good. I think we're just lazy. =P

That's a really good idea. Sort of like a workshop or tutorial as they go along? Well, you could maybe start a list of people with...not so good RPing skills. (For example, if there was someone like that in an RP of mine, I'd let you know and you would take a look and add 'em to the list). And after maybe a warning or something you could make it mandatory for them to join that RP before joining another's.

You could post the list in a sticky or something and update it weekly, so other RPers would know not to accept those people until their name's were off of the list?

I guess so. I dunno. I remember how awesome the roleplays and the roleplayers were. And how when you posted a story, the comments were actually...you know, more intellgient.
