don't worry, there will be other ways to get here. My Government teacher told us to do something like a DNS lookup to get onto a site, but I'm not sure how that works, but apparently it's what they did when computers were first started and they didn't use names, so it would apparently work

 

Wait, I thought that websites with .com, .net or .org wouldn't be affected?

I don't think it'll affect the websites hosted outside the US themselves, but it will effect the enourmous population that accesses the sites.

Two thirds is a pretty huge number for an issue like this. As of now, it just has to be a majority (51%) vote. And Obama's veto may very well change congress's mind anyway.
