I think what they do basically is look into complaints etc. and find out when a card is too powerful and then ban it.

And another thing is before there even was a ban list, all decks ran the same 25-30 cards. And when everyone is playing the same 25-30 cards the game gets stale real fast. And new cards probably wouldn't sell. So Konami had to do something in order to preserve the game. Hence they banned the uber broken cards for that reason too.

    No chain.

@Jaden: That makes sense. So now that I think about it, I do remember the decks kids had were pretty similar, but there was one move I still remember: everyone I knew always summoned a blue-eyes and equipped it with some axe that raised it's ATK by 1,000. was that card banned as well, because I don't see that card anymore. And I don't own one, or I would know the name.

Axe Of Despair is too bad to be banned.

You apparently don't understand much about banned cards do you?

There are only two legitimate reasons to ban or restrict a card:
    1. The card is so powerful that it should run at threes in every deck it provides huge advantage 99-100% of the time (Like Pot of Greed, Graceful Charity, Raigeki, Harpie's Feather Duster, Monster Reborn or Painful Choice).
    2. The card, in its own deck, is so powerful that every player who has the resources will use this deck so it can take advantage of that card and it will be unfair to other players (Gateway of the Six, Black Whirlwind and Mirage of Nightmare are an example of this).

Axe of Despair does not fall under either of these categories. And as Fred said awhile back, The game's balance has shifted from "use powerful monsters" to "spam destruction effects as much as you can". So you won't really be seeing much of that kind of thing anymore.

Oh Yes, and for anyone who's wondering this:

Konami just expects us to be good Duelists. They don't have a problem with people like you and me using strong cards. The problem that they have is that when little kids get their hands on such cards and then you see completely unskilled people winning tournaments. And that gets annoying and unfair when there's plenty of worthwhile strategies with all of these cards banned.

Lightsworn decks hardly got touched at all, but thats only because Lightsworn cards are incredibly expensive so Konami knows that most kids won't be able to get them.

And oh yes I almost forgot, Another reason why some cards are Banned is because some cards can turn the game around instantly. And no single card should ever be allowed to win you the match. That's the reason why Brain Control is now Banned. Because in certain situations that card can be just as good as Change of Heart.

This isn't entirely accurate. As Formula Synchron and Fishborg Blaster fall under that category. Cards that are banned are so stupidly broken that they will provide massive advantage regardless of the number. A single Graceful Charity is so deadly that it'll generate a OTK in nearly any deck used today due to the ridiculous Graveyard Abuse. Painful Choice is worse. And that's just @1.

    AH
THE DAYS OF TOP TIER BLUE-EYES WHITE DRAGON
    TWAS A GLORIOUS TIME

    >completely unskilled people winning tournaments
this isn't entirely accurate either. They only begin to win those when a single duelist finds a game breaking combo that can completely destroy the opponent. Like when people exposed the ******ed combo Konami made with Infernity Necromancer, Archfiend, and Launcher. They ruled an entire format due to the simple wording of Archfiend's effect. Konami will start banning cards when the smart duelists take advantage of their stupidity. Konami cleans up their mess AFTER the embarrassment. Not including Emergency Bans.

Lightsworns were ridiculous 2-3 formats ago.
They got overshadowed by Inzectors and other stuff this format. Lightsworns didn't get touched because Konami is trying to kill them off without banning them.
    ...
That's the only reason I can think of for why those idiots would unlimit Judgment Dragon.

Due to the advantage theory, this explains why Pot Of Greed is banned.
Anything that can just costlessly get you a game win needs a ban. /:

    tl;dr - if it's easy game breaking, it's banned

There is literally only three consistent ways to summon one. Totem, REDRUM, or Reborn. Makes me sad.

That's my point. Some cards are so broken that even at 1 they're too powerful and must be banned. Cards like Fishborg Blaster broke Water and Frog decks, which can be very tough. And Mind Master is splashable and insanely broken in decks built around it.

Another reason why cards are banned is when they become so powerful that they're the only thing anyone wants to play, resulting in a monotonous, boring game.

Konami has to keep the game interesting. They have to keep people wanting to play. When a deck (Like Envoys or Tele-DAD for example) gets so powerful that it murders everyone who can't afford one, nobody wants to play. So they ban the power cards of those decks to make the players think of something else. Then every once in a while they'll give an old deck the chance to come back, or make an underdog deck(Like synchro cats originally was) more powerful. If Konami JUST did nothing but ban unfair cards the game would be monotone and boring. Konami has to keep things interesting. They want to keep people wanting to play.

I'm probably not the best person to be talking to about this since I haven't really played in awhile. But I should be able to help some of you guys with your Decks if you need it.

Ah now I can make my move.
Continuing the effect of Graceful Charity,
    *Hand 3*
    Discarding
    [IMG]
    And
    [IMG]
Next I remove them from play to summon Chaos sorcerer in ATK mode.(Not exactly sure if he's allowed)
    *Hand 2*
Considering what I should do next, I will activate Raigeki (Once again I have no idea if I can use Raigeki)
    *Hand 1*
Now with a completely open feild, my monster can direct attack!
    Activation?
