cuz Fabled monsters need other fabled monsters to activate their effects, if honest was one of them then you cant use it until someone has a monster in attack positon...

 

if I have chawa, and Honest in my hand, and snipe hunter on my field, if I had any Fabled monster instead of honest I could drop it to summon Chawa, then tune for Ragin.
EDIT: err wait, a level four in my hand instead of the field, or I could just summon chawa and tune.

 

What you don't seem to realize is that it's very rare, Almost impossible for Honest to not benefit a Light Attribute Deck. That's why it's Limited.
