no, I don't chain.
And no, the only spell card you can ever use is a quick-play spell card during the opponents turn

well, depending on the quick-spell, yes. Like I said, quick-spells can basically be used during any part of your turn

normal spells cannot be played during your opponents turn and can only be played during your own main phases.
quick play spells can be activated on either players turns in any phase except the damage step unless its a quick play spell to change an opponents monsters Atk or Defense.
you cant use quick play spells on the turn it is set just like traps.
you can activate quick play spells on any of your own phases from YOUR HAND but this can only be done on OPPONENT's turn if the quick play spell was already set during your own.
Lastly normal spells cant be chained to anything.
List of normal spells: Field, Equip, Normal, Ritual.
