OK, first of all, Double Cyclone does NOT negate. It only destroys. Second, you can't use Goblin Out of the Frying Pan, because, Double Cyclone destroyed your Royal Decree AND Giant Trunade, so the effect already resolved. Goblin Out of the Frying Pan can't chain to Giant Trunade because it was already destroyed.

 

third, you'd need double cyclone to be chained after fryingpan. otherwise it returns to the hand before being destroyed.
and Cyclone doesn't destroy as a cost so you need to wait for the chain to resolve before you can act on Decree being gone.

 

Which it can't because GOotFP is a Counter Trap and has a higher Spell Speed.
