Ah, I see your point. Regardless, I'll have to disagree with you there. If we're including Classic Who in this discussion, the best unearthly villain is most definitely The Valeyard. Maybe it's just me, but the "evil lawyer" villain type is one of my favorites.

Finn is a Human. It says it in every episode opening.

Jake is a magic dog.
