Rep?

How come sometimes when you rep somebody it doesn't even show up? And why does it not count?

 

*shrug* Meh doesn't know, because Meh isn't a rep know-it-all.

 

My question is, how do you rep someone?

 

If you rep someone and it doesn't count, that means you have no rep. If someone reps you and it doesn't count that means they don't have any rep.
