It's not particularly something we could explain, more of a "you had to be there" thing.

I'd go so far as to say it was beautiful. xD

They can be on, but they can't post (obviously) and I think their viewing abilities are very limited; can't PM, VM, etc.
I've never been banned so I honestly can't tell you. xD
