Hard boot your computer and hope you don't lose anything you wanted to save.

Okay, so there are a few things you can try here:

    1. Try CTRL + ESC. All this really does is make the taskbar big enough so you can see it.

    2. Press CTRL + ALT + DELETE to bring up the task manager and select the 'Processes' tab. The program that runs the taskbar is explorer.exe. So if you don't see explorer.exe, select from the File menu, New Task (Run...). Type in "explorer" and press OK. That should restart explorer and re-display your taskbar.

If either of these options fail to work, then I would suggest running virus and spyware scan. Both have been known to mess around with the windows shell.

How about if you bring it back and I can sit here watching Youtube videos waste my time?

Press the windows logo button or CTRL + ESC (They'll both bring the start menu up anyway)
    • If the start menu pops up in the top left of the screen, that just means the taskbar's been resized, so you'll just have to drag it back up from the bottom of the screen
      ---
    • If the taskbar's displayed when you open the start menu, just right click the taskbar, go to properties, and if Auto-hide is turned on, turn it off
