No it does not.
In the Gundam series the characters are constantly in a war to change the world
Reapers can be seen by anyone. But they are in an entirely different world then humans (The UG) so of course some people can't see them. When they do enter the human world they appear as regular people but without the wings. Same with the Noise. The only reason people can't see them is because they are in an entirely different world itself (hence the reason why you teleport to a different realm when fighting noise).

The idea of people on a timer or they die is a LONG time concept.
Also they are not really dead but rather "broken down into soul"
