The heat from the fire will evaporate the water.

 

But then the wind would douse the fire....

 

But the propulsion of the fire from the flame thrower would create enough wind to counteract the other wind.

 

But then wouldn't that make a tornado?...

Then why does a match stick go out if you let the wind get to it? Thats fire....right?

 

its about fire to air ratio.

A match stick has low fire to air and therefore the propulsion of wind is to high for it.

A flamethrower has high fire to air and therefore the fuel spends more time within the fire and can therefore be used.
