Okay, this is going about as well as I expected, so I'll narrow it down: The reference is completely contained within the Cowboy Bebop series. It has nothing to do with Spike sharing a VA with anyone, or anything else having to do with multiple series. If no one gets it by the time I'm finished opening presents tonight, I'll tell y'all what it means.
i have never watched this show, but i know that this is Technologically Impaired Duck with some guy from Cowboy Bebop's head on it. I'm guessing the guy in the show is technologically impaired.

EDIT: Well, I guess no one else was interested in guessing. The joke is referring to Spike's Indian name, Swimming Bird. A chieftain he encounters several times in the show calls him this regularly. I knew y'all wouldn't get it. ;_;
