I've yet to see the old series, so don't judge me man. And if this is from the new series, I'll feel like an idiot.

 

Neither, it's from one of the spin off novels, The Also People. It's Dalek poetry.

(I never read it by the way. I found that when I was looking up Dalek poetry.)
