No, there are two conditions under which Kira can kill without a name, and that's when somebody falsely accuses or when there are no accusations for a period of 24 hours. For every 24 hours, the number of free kills grows.
24h=1 free kill
48h=2 more kills
72h=3 more kills
And on and on.

 

Still I don't see the point in blindly accusing someone to be Kira. I'd like to try and stay alive please. Thank you, Kira for listening to this. :P
