      Ok. Let me see. You have a male friend, who has a gf, but she acts "open". And your asking me if you should tell him?

      My answer is yes, but I would be careful how you approach it. If my friend in a similar situation, I wouldn't let it continue any further. I would take it slow and not blurt out, "Hey, your girl is a whore." But if he gets defensive and starts defending her, you cannot object. Just deep breath and say, "I'm sorry you won't listen to me. If you want to continue that is your choice, and I'll leave you alone." Some people must learn the hard way, even if they're kind-hearted. Which is the problem. He's probably innocent and sweet, and kind-hearted. But that can be a great disadvantage. I'm actually surprised your asking my advise on this topic. I find it a bit ironic.
