Noo you don't have to go in that order. Its just it would be better if you did to get a better understanding of the story. Cause Aqua is the last person to leave. And if you start out as her then you'll miss I guess you can say key elements of the story in a way.

OOO well you see it goes like this. Goes like easiest to hardest in skill level. Terra is like the easiest one to level up. Ven is more complex, buts till easy at times. And Aqua is the hardest, and has the longest story line. It also goes in the order of how long each of their stories are.

i think Nomura said that was the best order to play it and to understand the story.
