I never thought of Xexion as strong. He seemed smart, but I didn't think he ever was a strong fighter. I'd say Roxas, Axel, and Xemnas proved themselves as the the strongest. Perhaps they (besides Demyx) only survived a few battles because Sora was so strong when he faced them.
