I would love the following FF characters to be in KHIII: Vincent Genesis Lightning Fang Zidane Kefka Rinoa (If Seifer, Squall and Selphie made it, why not her?)
Not suprised that Axel is #1 on the list. Same with Xion, Roxas and Xemnas. But Saix and Zexion in #9 and #8? Seriously?!!! I expected them to be higher. Other than that, this is a good list.
Or maybe as Xemnas has Terra's memories. Note that Ansem and Xemnas are Terranort's Heartless. So it is possible that Ansem has Xehanort's memories while Xemnas has a little of Terra's memories.
Demyx, a hard boss? He's just annoying as a boss, especially his clones. Although, I beat him in my first try in both battles.
Xaldin for sure. Never won against him without Mickey saving me.
I wanna fight Sephiroth again in KHIII! Just hope that his strength is stronger than KH and KHII combined. He was weaker in KHII than in KH (although story wise, Sora did become stronger in KHII than in KH). As for other bosses, Jafar in snake mode, Yen Sid (when testing Sora and Riku's strength) and Genesis from CC:FFVII.
Xemnas, hands down. He merged with Kingdom Hearts (although it is artificial) giving him a lot of forms. Sora technically isn't stronger than Xemnas, since he needs the help of Donald, Goofy, Mickey (If you died during the fight) and especially Riku to defeat him. Think about it, if Riku wasn't there when Xemnas tries to absorb Sora's heart, he will die. No questions asked.

I agree that Xemnas is currently the strongest version of Xehanort, next to Young Xehanort and Ansem. But how about Master Xehanort himself? his boss fight in BBS (before Terranort's fight) isn't that hard, but he is holding back his true power. In terms of Gameplay, It's Young Xehanort/Mysterious Figure who's the strongest. But Xemnas is the most powerful in terms of story. He is currently the only version of Xehanort to merge with Kingdom Hearts, even though it's artificial.
It would be awesome if Sora fights Shere Khan. Since in KHII, he fought against Scar in the Pride Lands in animal form. So there is a high possibility that the same thing will happen, or not since Mowgli is a human, when Jungle Book is in KHIII.
