No, Shooting Quasar Dragon. If the effects from a while back are true, he has the same Multi attack effect as Shooting Star, except it's 10 times, not 5, and he also got 4000 ATK points.
He can't negate it, but he can do anything that isn't negating it. And just wait for Quasar, once that thing hits TCG bricks will fall in here.
