I personally use photoshop, but there's a way for Gimp too. For Photoshop You can open up the file you want to use, then go to Select > All Then; Select > Modify > Border When the options pop up, I would say but either 1 px or 2 depending on how big you want it to be. Then you use the fill tool to fill it in with black. OR whatever color/pattern you want to use. (I usually do this on another layer, above the one of your avatar.) I could look up a Gimp tutorial too, if you'd like. And maybe photobucket offers the option to do it in-browser. If there's a special type of border you want though, I would ask someone in the gfx section to make it for you. :] Might be simpler that way.

I feel as though if a member wants a border around their avatar, they can request it in the graphics section or do it themsevles. For people with...differently shaped avatars, it'd look tacky.

She realized she was still only partially dressed, and her feet were getting cold. She also noticed how eerily quiet everything was, besides them. Without realizing it, she had drifted a few steps away from Jake, moving instead in front of him and closer to Erika. Her expression changed to a flat one, lips pressed into a tight thin line and a hand reaching up to her hair, shaking out the tangled. Her feet were sticky against the carpet, making for an uncomfortable trudge onward. Erika was asking for duct tape. Her brain registered an image of a roll, probably being the main counter—or maybe even in a storage room. But that was just simple deduction. She didn't bother mentioning this though, and replied with a thoughtless, “...I don't know.†Instead, her brain wrapped around the words, murderer. She looked around her, somewhere in the middle of their small group now, and her face examined everyone's. She couldn't imagine anyone here doing it. She scowled. The only thing suspicious was the detective herself. Her fingertips tingled. Finally, after thinking it through and figuring it wouldn't help the situation to be quiet about it, she muttered the thought about the storage room and counter.
