To summarize what is being talked about in this thread: 1. I believe it's fine as it is, either you fully rep someone or you don't. This isn't an mmo, you're not distributing stat points. 2. The rep limits are there for a reason, and that will not be lifted.
Uh... unless if you want it to look like crap, 11 seconds is too long. Not to mention a 500x260 gif can only be like a second long to meet the forum requirements.

Since my 3000 is still fairly new I'll just use that for my psp games, don't see a reason to transfer them. Not to mention downloaded games take up a lot of memory stick space.
