I don't think she was. Because a Nobody had to be created when she first lost her heart, and it couldn't have been Xion, since she joined the Organization after Roxas. Also, I believe that Xion is actually both Kairi and Sora's nobody, which is why she has a Keyblade before Kairi gets one, and why she weilds it like Sora. I do like the theory about Ven, though. It seems very interesting and would explain why they look alike.
