Roxas definetley. The plot seems to be about Roxas' relations to Xion,and whatever she does, the plot comes back to Roxas. Besides, I don't think Disney or Square will want to let go of the fact that Roxas is basically Sora, in a different form. They'll maybe want you to play as Roxas to emphasise the similarities.
