If Marluxia was placed in Castle Oblivion, it seemed like a stupid move, because then Xemnas couldn't keep an eye on him...but if Xemnas already figured Marluxia had this plan, then he must've had a little faith in Sora's ability to fight and get rid of the rebels.....of course...Axel was a double agent, so Xemnas probly wanted to make sure the job got done, providing Sora failed.
