Time setting: Modern day Earth

Location: Cincinatii, Ohio

Magic have been hidden since anyone can remember thanks to special beings that humans think of Grim Reapers.

But then it was exposed.

By a girl who admitted to have murdered someone. But the body was torn into pieces. Not something a human could do. Like it exploded from the inside. How did you do that? "I lost control." Of what? "My powers."

She was sent to the asylum.

Mad at the world, she espaced, and of course, chased down.

When the cops finally found her in a gas station just off of the high way she was forced to using her powers to get away.

The event was caught on camera.

All who were there came down with a sudden case of amnesia and the tape was sent into goverment hands. Or more speficly, the G.I.s hands. (Lame name I know. By the way for those who don't know gi stands for goverment issued.)

A detrimed reporter close by the gas station wanted to know what happened. He, with some help, got a copy of the tape and thought that the public should know the truth. So he had it aired on the news.

Too bad he didn't know about the unbalance of power at the moment.

The 'Grim Reapers' were unable to use all of their powers at the moment let alone rewind and change time. They couldn't undo the exposion of magic.

When people with powers learned that they knew that they didn't have to fear the reapers anymore and did as the pleased, using their powers to get away from the police, killing a few along the way.

Every human has powers, though only a few have the gift to unlock and use them.

Now it's the reapers vs the trouble making magic users vs the goverment. With everyone tapped inbetween.


Groups:



Rebels:

People who use their powers for their own needs. They follow their own set of rules and refuse to take orders unless they are in their own little rebel group, then they will take orders from their boss. Some of the groups are gangs and such. Just your every day rebel with a dose of power.


Citizens:

Every day people who are just trying to get by. Can have powers but doesn't really have the need or want to use them.


G.I.s and goverment:

They people who are blamed for what is happening even though they are trying to fix everything. The G.I. is a branch of the goverment whose job is to take care of this kind of stutation who the goverment think of as dispoable, thankfully they don't care and won't rebel because they are people who vaule peace above all else. It isn't that old though.


Grim Reapers: Not under any group

Their real name is unknown but the humans call them Grim Reapers because the first one they saw was dressed in a black cloak and his weapon of choice was a schyce and he was going into the relam of the dead. They don't collect souls as we think they do however they normally are able to take powers froms people. (I said normally because due to the lack of balance in powers they cannot at the moment.) Their job is to keep order among the worlds and there are only five of them on Earth. They have the power to travel through time and to differnt relams, like the relam of the dead and so on, the problem is that they can't change time at the moment.



Rules:

-No power playing
-No killing characters without premission
-If you get hurt then stay hurt, healers are rare and even they remain hurt, they only heal the wounds not the pain
-If you want to make up a new species or have it as unknown ask me first.
-Meh I might add them as I go.

Power: Controls the insides of people, healing, and bending light
Species: Human as far as she knows

History: Her family was being killed off one by one and when it came her turn the killer had his 'fun' with her. She managed to get away only to run into the killer again a year later. Angered at the sight of him, her powers were activtated and he died. Then the rest is already known.

History: Being a reaper the goverment doesn't trust him but he joined up with them after an event at the South Pole. His real intentions are unknown, but he was the one who suggested that a branch of the goverment should be tuaght how to handle the magical world and so he is the leader of the G.I.s. The rest of his past in shady.

Power: Telekenesis(sp?), hieghtened physical abilities, and mind reading.

History: Grey was the first grim reaper to be spotted, although he still owns his traditional outfit and scythe, he has had to change his appearance hundreds of times to fit with the current decade. He wanders around, traveling as much as he can to find as many humans who have unlocked their powers as possible and either eliminating the one who used their power or correcting a mistake, although now he can't due to some seemingly unknown reason.
Appearance: Dresses completely in black(Grey doesn't like colors other than white and black), usually wearing a black hoodie. He has white hair and golden eyes, stands at about 6 feet tall.
Other: Usually conceals various sorts of weapons under his clothing.

Power: Super speed. He literally has the power of super speed, being what some might even believe to be the fastest man on earth.

History: Refered to as a land pirate. He lives a very similure life style to that of a pirate, doing whatever he wants, whenever he wants, however he wants. It has been nearly impossible for him to be captured due to his high speed, being able match higher speeds then cars if he really tries. Unlike most people, he cannot control the magic abilities, and so they all are stored within his legs, allowing them to move at incredible speeds. It is because of this though that he is a fugitive, and wanted by the Grim Reapers

History: he was one of the greatest criminals and took them to jail and putted him into the deepest part of prison, 1 year later he went crazy and escaped, nobody ever heard of the prisoners or agents there, it is only known that he uses double katana's, jerry joined the rebels for his own reasons but nobody knows about those reasons

Power: Stronger strength, faster than humans and can jump further and higher but at the cost of needing other creatures blood.

History: He had been hiding and running from the Grim Reapers everytime he had to use his powers. He can't control them as his body has bad effects if he doesn't use them every month or so. His powers are what made people imagine vampires to exist, he is not the first person to have these powers.

He was in such a deep sleep that he hadn't noticed he was falling off the bed. When he came to realize it, his body was suspended a centimeter off the ground. That shocking moment made him realize his special gift(s). Now, he lives his life with that secret; hoping no one would discover him.
