Lance was the 4th of the Elite Four in Gen 1, and the Champion of Gen 2. Dratini, Dragonair, and Dragonite were the only three Dragon-types of Gen 1, and it was the only type that couldn't get STAB damage due to having only one move of their type, Dragon Rage, which did 40 damage no matter what. You could catch a wild one in the Safari Zone.
Dragonite was introduced in Gen 1. Lance had two of them.
