A noob/n00b is a new person who does not strive to better themselves. Sometimes used to refer to all new people in general, regardless of their efforts. Personally, as much as I hate to admit it, I see people who use incorrect grammar, puncuation, spelling, sentence structure, and capitalization as noobs. A person who starts off with good grammar at the beginning will gain respect a lot more quickly than someone who doesn't.
