I think the answer is mostly what's in the best interest of the child. If the mother was twelve, then she would be too young to accept the responsibility of the child, let alone the emotional maturity levels to cope with the stress. For a sixty-year-old mother, the answer is almost the other way around. Our society believes that parents should be around for as long as possible, and an older parent might not even be able to see their child through college.
