That's just common sense. By this, the Kira ends up getting Shinigami eyes, but in return, we get a clue. Unless someone (read: me) accuses. This prevents Kira from getting the eyes, and clears the target of suspicion.
I believe I already stated that. Or, the Kira could be a newb, who'd kill if he/she had a chance, but can't as he/she knows no names, which would be the case if a certain person isn't the first to be beheaded. Of course, it could mean that Kira is that person. *L face*
