The vision shaking is most likely, as everyone said, lack of energy. This means, you're hungry and/or tired. I do not have this vision problem, but I think, pretty sure that I hear this same sound often. Since... well months, if they are not years with this sound. Isn't like the buzzing of a Mosquito (for this sound, I think I have Phonophobia), but it's something that I hear already on my brain, it didn't even pass through my ears and are in my brain. And I am not sure if this is Tinnitus because I'm not distress when I hear this sound, there is no why for being stressed when I hear that annoying sound. Differently from the buzzing of the Mosquito (for me that sound is Phonophobia), that sound doesn't scary me and I either dislike (or like) it. I don't really know what is but I ignore it. When I hear that sound, and try to focus in another thing, that sound just increases. So it's a matter of time until it vanish. I'm sorry if I'm not for much help, but please if the sound's really high and annoying for you and/or the vision issue persists, look for a doctor.
