No he is not. He is just very tan. The tan skin color is an affect of traveling through the corridors of darkness. In the most serious cases if someone travels through the corridors of darkness too many times, it will corrupt and destroy their heart. Ansem the Wise and Riku are the exceptions to this rule. Although, Ansem the Wise only experiences the smaller of the side-effects being his amber eyes. So as stated, amber eyes and tan skin are just a sign that someone has been traveling through the corridors of darkness for extended periods of time.
