Oh shoot, lol I kept thinking PS2 as I was typing. But yup she's right they will work fine on any PSP. As for the language, they aren't named letters like we have "a, b, c, etc". Japanese uses sounds, so it's not hard to learn. Other than that, I just suggest waiting for the game to be released. We don't know too much about it anyway.
Yeah it would work. It's the same concept with the PS2s. Though BBS isn't coming out for a while, and I don't know why you would want to buy a Japanese PSP to get a Japanese game where you can't understand a thing that's going on.

You can still see where you cut out the image. Try using a pen tool to cut out images, and make sure to cut in out closer so that there aren't any imperfections like that. The text is hard to see against that background, and as for the background itself, it looks distracting. If you're going to use something like that, try making the image blend in better with some effects/lighting. Look up some tutorials on how to use different effects. :3
Good job with drawing the background. It looks really good. And the animation looks nice for a gif image. Really nice job. You should do more of these. (:
The second and third one look very washed out of any color. Try using selective coloring or Hue/Saturation with Contrast to adjust the colors. The 6th one is very dark since you chose to portray mostly the dark hair, try lightening it up a bit by using Curves/ Levels tool. The 4th and the 5th ones are my favorite. It's good that you tried, more practice and you'll be even better. :3
Well I like the little lighting effect at the bottom, but the motion blur looks a little awkward. Maybe instead of that you could use some smudging techniques to make the focal points of your tag stand out more. Add in more lighting effects to make everything a little more colorful and bright, possibly adding in some gradients for effect. Look up a tutorial on effects and I'm sure you'll be doing great. :3
