I can see your attempt to make your sig have effects, but instead of just haphazardly layering effect after effect, take a look at the flow of the image you are using and go from there. Also, maybe choose a more readable text so that it is easier to read. With that said, I like the first version better. I think the concept that you've set up and with some new techniques it'll be really good!
Due to so much flooding of the system from the amount of users going on at once PSN actually went down for a bit and it was stated by Sony that they were trying to make the network more accessible to everyone. I think PS3 was a major priority for them first and foremost so it'll probably start to work again for the PSP within a few hours to maybe a day.

I love this wallpaper <3 I like him and T.O.P. the most out of all of the members. Anywho, nice job keeping with the color scheme of the flowers, and I like the picture frame. However, I don't know what all the arrows on the right side are for, but the triple stripe running through the wallpaper helps with the flow and that's a good aspect of it. Good job with this!
