I doubt it's a marketing tactic, provided that they have recently release what (I guess most people) consider the "threshold of Wii Games". Under that circumstance, having a purposeful marketing idea of holding back on the console sales would be really stupid. However, it is true that Nintendo does have troubles with this issue, I do believe that they could speed up the process but chooses not too. So all in all, I say semi...
Well... The way I see it, there probably WON'T be an avaliable option for Marluxia, Larxene, Zexion, Lexeaus, or Vexen seeing how they were eliminated in CoM. So for the storyline's sake, it might not happen. However, if the game covers both before and after CoM: Zexion, Marluxia, Saix, and Lexeaus If not: Xigbar, Saix, Roxas, and XIV member.
