I'd say lower the funds on Space Program and use those to raise the amount of aid support to foreign countries. Personally, space exploration has been going quite slow. As far as discoveries go, anything mite be important but we haven't really got onto something too "astronomical" or above the norm. So I don't see the harm in extending research for an extra 4-5 years. Sure the tech ppls will get fairly impatient, but the starving ppl have wait all their lives for a decent meal. So honestly, those ppl up in the space agent needs to lower their heads from the clouds a bit and just grow some balls to donate like 10k of their 1 billion research fund to the poor and the needy. Same goes for the gov. though. They need to get their lazy butt of their nice leather couches watching golf every half hour and start paying attention where all the aid money goes. This will be very pointless if in the end we found out that all our aid cash was given to some corperate dude whose got more than enough on his hands. It's quite dispicable at that POV.
