Go to control panel->windows firewall->exceptions tab->and see if iTunes is selected. If not, select it yourself. Then, in the same tab, click "add port". In the name box write something like "iTunes port". And in the port tab write 3689 (the port you want). Click ok until you're done, and then try to see if it worked.
