The quickest way to level up Final Form is to clear a portion of Yensid's Tower, then go to one of the Save Points and get back to the Gummi Ship while stil in the Drive Form. Once you go back to the world, you'll have a full Drive Gauge and repeat the process. You can check your progress somewhere in the menu which shows up when you press START.

You don't need Final Form or Glide, Xigbar was the most easiest Organization XIII boss I had ever faced. I have played only on Proud mode (because I don't have KHII:FM+ or a Japanese PS2) and no other modes. Yeah, and I've never used Reflect in boss battles.
