Just the starts and the CED effect are enough to make it instant game, but then it has just a tiny pinch of BLS that is completely pointless. Buff up the BLS side of it to be just as powerful as the CED side. Or combine the two effects. For Geo Neos, say that if it was from the extra deck it gets returned face up. Otherwise the individuality of the card is lost, and it specifically cannot be affected by your card effect.
I don't know if you have the right tools for it, but I think if you reversed the pallet swap only on the originally blue parts of his body it would look really good.

Well, they're all fusions.. So you'd essentially just by splashing mask change into an E-HERO deck. Also, your Mask Change Second isn't showing that it's a quick-play. At least for me.
My random masked HEROs are pretty good. I don't think they're too well suited for non-random though.

It is kind of strong.. But it forces you to use Necroshade and Wildheart, both of which are pretty bad. At least in random. In non-random it's like a weaker raigeki.
