I think the HD 1.5 Remix WILL get released in America. It's been 10 years since these games have been released, as you said. This is different from the Final Mixes, which is 1% different, these are completely updated games. Some people who has been trying to play the Kingdom Hearts games from the beginning but can't due to SE not selling them can finally play. That's a huge incentive to get the game. I'll get it for that reason only. Also, I've seen a pattern. Final Mixes AREN'T ported (they're on their original system), while the Re: games ARE ported (CoM from GBA to PS2, Coded from phones to DS). All of the Re: games have come to America (Sorry Europe). And guess what KH HD 1.5 Remix is? A PORT. Now, this might not mean anything, but think about it. Why would HD be an exception? The only problem I'm seeing is if they're going to voice act the new Final Mix scenes and if they're replacing Ansem's voice actor or not. According to KH13, the KH2 voice actor for Ansem hasn't been called up yet. Keyword is yet, but we'll see. He could also be lying to keep the localized version a secret. Companies do that sometimes to maintain the hype meter is check. Any objections?

I don't think there will be a Final Mix. Instead, they'll probably appear as cutscenes in HD 2.5 Remix. And didn't he mean the Mark of Mastery edition?
