In the large group of scans that came out a while back it confirmed that the bald guy IS Master Xehanort... But that doesn't mean he's 'Xehanort'... in fact, timeline wise... it's UTTERLY impossible... the same with Terra... I agree with the tc... the red-and-black clothed guy is most likely 'Xehanort'... or rather, the 'Memory of Xehanort'...

You don't NEED to level up the other Forms... when I got Final in my first game... Valour was at Level 5, Wisdom at Level 4 (or 3, don't remember which), and Master at Level 2... I got Final after about 3 Drives after the scene with Roxas... High Anti Point Count=High chance of Final showing up (provided you stick to the guidelines)
For me, Demyx- Countless tries (because of his damn Water Forms, his attacks weren't that difficult to deal with lol), Xaldin- Died 4 times over 2 tries (Rescued by Mickey 3 of those times), and Saïx- Beat him first try... This is first playthrough, btw...
