In terms of Legality, it would seem to be a judgement call.

As of now, it is techincally illegal to download MUGEN as the licensing agreement for use of the program expired.

However, that agreement has been expired since 2003 and no legal action ahs been taken upon those who still use MUGEN today or who have distributed their own alternative versions of the program.

In terms of the use of copyrighted characters, such as those from Street Fighter, Mortal Kombat, King of Fighters, etc, the general consensus from the companies that produce those games is (except for Nintendo who are against emulation in all forms) that they recognise MUGEN and any subsequent characters within it as 'Fanart work' and don't care about it.

So, is it illegal? Technically yes.

Does anyone seem to care? Apparently not.

MUGEN is a full customisable 2D Fighting Game Engine in the form of Street Fighter, Marvel vs Capcom, King of Fighters, Mortal Kombat etc for the PC.

You can download Characters, Backgrounds, Music, Menus, etc and basically customise your own unique fighting game.

When I was growing up, I got to watch things like He-Man, Thundercats, The Transformers, Bravestar and a whole bunch of 'violent-esque' cartoons and turned out okay.

Nowadays, Kids are made to watch Barney, Teletubbies, The Tweenies, etc and are turning into violent psychopaths.

Coincidence? I think not.

Episodes 5 & 6, 8 & 9 and 12 & 13 are all 2 parters and are the best episodes of the series.

Seriously, once you get done with Season 2, go back and watch Season 1 again and you'll realise something very important.

Eccleston's 'Doctor' does nothing. Seriously. He talks the talk, but he doesn't walk the walk as it were.

Oh, and trust me on this last point.

AVOID 'LOVE AND MONSTERS' IT IS WITHOUT A DOUBT ONE OF THE WORST THINGS EVER. NOT JUST IN TERMS OF DOCTOR WHO, BUT IN TERMS OF EVERYTHING THAT EXISTS.

And it's a shame, becuase it comes after one of the best 2 Parters of the second series.

Oh, and we're still technically on Season 2 here as well, it's just that it's finished here and Season 3 won't be on til next year. Although we do get the Christmas Special at Christmas.
