If there was just one of them, the RM/NP would bring them into the world regardless. In any case, they could only be summoned as Lancer or Saber anyway.
The Masters would have to use a command seal to get them to fight, or simply fight the other Masters themselves. It wouldn't be halted.

First of all, I doubt that would happen. Second of all, if that were the case then all of them would outright refuse to fight each other.
