    Honestly, River Song puts doubts in my head that Moffat can write decent female characters for Who anymore at all. I adored River Song when she first showed up, and pretty much the entirety of series 6 made me hate her. Yea, she's interesting, but she's not well written imo. alex kingston is super pretty and talented tho
    If they ditched Moffat as showrunner, it'd probably work a lot better.

    Like I said, it's never been stated why he can't pick what he looks like, just that he can't. There are several theories as to why this is.
    Also all Time Lords are humanoid, I doubt he's worrying about species (unless he's joking around). And once again, on Gallifrey, with everyone changing themselves drastically every 400 years or so (assuming you live to the maximum your body can go), it's probably a nonissue.
    As soon as regeneration occurs, you become a completely different person anyway, aside from a few key traits.

    Where and when was this stated, exactly? I've never heard anything of the sort and I'm hesitant to believe it without a reliable source.
    BY that, do you mean "human shaped" or "looking humans?" If the latter, that's not true. One of the forms that Ramona II tried out didn't look human at all.

    I've never seen anything from the 4th Doctor era, so I am admittedly extremely fuzzy on anything that has to do with Romana. However, those all look relatively humanoid to me (skin color being a nonfactor imo).

    It's not been stated in the exact terms you're looking for, no. No one has come out and explicitly said 'The Doctor can or cannot do such and such'. It's much more subtle than that.
    Look at anyone who's ever regenerated. What's the first question they ask? "How do I look? What do I look like?" Hell, Eleven thought he was a girl for a few seconds there. They clearly don't know details about it, just general "oh I have long hair oh i have the dress size i wished for". Even River Song went and looked in the mirror and said, "That's how I look? Omg I'm HOT!"

    I think it's entirely possible that the Doctor is just really bad at regenerating.
