Where is a safe place for a lesbian fleeing abuse?

Asking for a neighbor. She's paranoid about women's shelters because any of the ones that are feasibly close have a "take all women" policy that would keep them from turning away the person she's fleeing from.

Not asking in Help With Life because it's not my life and she's not really a friend, just a person that I want to help out if possible.

 

The police?

 

That's a possibility, but she's the taller, older, and stronger of the two, so she's much more likely to be arrested as the "true aggressor" in a DV call, even if she's the one who calls the police.

Then again, after that it's just a matter of myself and others testifying that she's the victim, but at that point the other woman could be out of the state by the time it's determined that she needs to be locked up.
