Apparently my power supply fan has been doing two jobs for a while now, because, out of curiosity, after cleaning my computer, I left the cover off and turned it on, and the CPU fan was barely spinning and not even spinning at all.

It hasn't overheated once, though, since whenever the issue started, so I am still able to use my computer, thankfully.

Since last year, my old laptop was having fan problems as well. Even after getting it replaced it still was a bit wonky.
This new computer of mine better last...

Yeah, setting up a liquid cooling system is probably the best option at this point.

Convert your room in a convenient meat locker. No worries of overheating then.

How long were you looking? I find it to be bad practice but some systems will keep fans idle until the sensors say it is getting too hot. Technically more power efficient, but murder on CPUs.

Though if it really is completely broken, count yourself lucky and get a new one ASAP

When I first turned my computer on, the CPU fan wasn't spinning. Then it was spinning a little bit, and as it started to spin, it began rattling (so now I know where that's been coming from).

Should I take a look after my computer's been running for a while instead?

I would. And don't worry much about the rattle. It means the fan is a bit off of its barrings, but it can still be plenty effective.

Okay, so it's spinning, but not very fast. It's just fast enough so that I can't "see" the blades. At least that's how I'm seeing it.

And now it seems normal-ish? I dunno. I'm good at computers, but not this kind of stuff.
